“Stage 3” should be treated as an unverified working label unless it can be tied to a development-application number, lot and plan, applicant, dated proposal and official decision record.
Island history contains overlapping approvals, community-title documents, precinct plans, leases, infrastructure arrangements and later proposals. A familiar name used in conversation may not be the legal name of a project.
What the verified record does show
1997: the government project register called the resort a staged project
Queensland’s 1997–98 Projects Queensland register listed Couran Cove Resort as a $150 million development by Interpacific Resorts (Australia) Pty Ltd. It said completion of Stage 1 was scheduled for January 1998 and described marine resort apartments, waterfront villas, island forest retreats, health, sport, training, meeting and conference facilities.
That record proves that “Stage 1” was used at the time. It does not, by itself, identify what a later Stage 2 or Stage 3 comprised or prove that either was approved or built.

A copy of the Couran Cove mixed-use development scheme appears inside a 2020 public submission to the Australian Energy Regulator. Its Schedule 2 identifies a “Couran Cove Future Development Area”, shown on the mixed-use development plan, and says that area would be the subject of future applications under the Act. The reproduced text describes the primary intended development as accommodation buildings.
This is important context, but it is not proof of a currently active approval. The document is a copy included by a submitter in a later regulatory process; its current legal status, amendments, boundaries and subsequent approvals must be checked against authoritative planning and title records.

Queensland Parliament’s Hansard records a November 2003 speech about a proposed ferry terminal and car-parking facility on Jabiru Island. The speech said a material-change-of-use application had been lodged with Gold Coast City Council and described local opposition and a provisional committee decision.
That mainland transport proposal should not be relabelled “Stage 3” without evidence linking the terms.
